On May 24, 2024, the Government Council approved a decree aimed at simplifying and rationalizing public administration in the Balearic Islands. The decree introduces over 170 amendments across approximately fifty laws and decrees to reduce bureaucratic obstacles for citizens and enhance administrative efficiency.
Key changes include abolishing the Balearic Environmental Commission, expediting urban building permits, and integrating social services into a unified record system. The decree also simplifies water resource management and accelerates energy transition projects by raising the threshold for photovoltaic installations requiring prior approval.
Additionally, the requirement for the initial occupancy certificate (cédula de habitabilidad) issued by island councils is eliminated, replaced by a municipal first occupancy permit to avoid redundancy.
The decree provides for the extraordinary regularization of certain illegal buildings, allowing them to be legalized within three years, provided they are not subject to restoration measures for urban legality and do not face expropriation or demolition orders.
A guide for administrative simplification and a comprehensive digitalization plan are also part of the decree, aiming to automate certain administrative processes and improve overall public service productivity.
